Unapproved Insects Must Undergo Safety Evaluations
On July 8, 2024, the Singapore Food Agency (SFA) announced the approval of approximately 16 insect species for human consumption. This list includes various types of crickets, mealworms, grasshoppers, locusts, and silkworms.
This decision follows previous delays in the approval process for insect-based foods. In December 2022, the SFA sought public input regarding the regulation of insects and their products. Although the agency indicated in April 2023 that it would approve these species, formal authorization was not granted until now. The SFA had previously stated its intention to establish the regulatory framework by mid-2024.
In anticipation of this approval, several restaurants and bars have begun developing insect-infused dishes. For instance, Fura, a sustainable gastrobar, has announced upcoming insect-based food and drink options. Similarly, the local Chinese restaurant chain House of Seafood plans to introduce 30 insect-themed dishes at its Punggol location once the SFA grants final approval.
International players in the insect protein market are also eyeing entry into Singapore as the regulatory framework takes shape. Japanese startup Morus aims to introduce three silkworm-based products, including protein bars, protein powder, and matcha powder.
The SFA has specified that anyone looking to import or cultivate insects for human consumption or livestock feed must adhere to its guidelines. These requirements include documentation proving that the products are sourced from regulated facilities with established food safety measures and are not collected from the wild.
Additionally, insect species that are not included in the approved list will need to undergo a safety evaluation before they can be consumed.
Companies that sell pre-packaged insect-containing food products must clearly label their packaging. Furthermore, all insect products will be subject to SFA inspections and surveillance, which will include sampling for food safety testing. Any products that do not comply with food safety regulations will be prohibited from sale.
