MPA to Introduce Digital Bunkering Initiative in November

Singapore Set to Revolutionize Bunkering Process with Electronic Delivery Notes

The Maritime and Port Authority of Singapore (MPA) is set to launch a groundbreaking digital bunkering initiative on November 1, marking a significant advancement in the efficiency of fuel supply processes for ships. This initiative will make Singapore the first port globally to utilize electronic bunker delivery notes (e-BDN), as announced by Acting Minister for Transport Chee Hong Tat during the International Safety@Sea Conference on October 23.

Bunkering, the procedure of supplying fuel to vessels, has traditionally relied on physical bunker delivery notes for documentation. However, with the new digital approach, bunker suppliers, ship owners, operators, and crew members can utilize mobile and cloud solutions approved by MPA to issue and manage digital bunkering documents. This transition is expected to save the industry nearly 40,000 man-days annually, significantly enhancing operational efficiency.

Since the beginning of this year, MPA has conducted over 100 trials using the e-BDN system, involving around 20 companies within the bunkering ecosystem. The authority is currently collecting feedback from these trials to refine the digital solutions further, with plans to mandate digital bunkering by the end of 2024.

In addition to the e-BDN implementation, MPA is exploring further enhancements, including automating data flow from mass flow meters. The authority has ensured that the approved digital solutions comply with essential requirements for cybersecurity, risk management, and regulatory reporting, making the transition smoother for industry stakeholders.

This digital approach not only streamlines the bunkering workflow but also enhances crew safety by eliminating the need for physical document transfers between vessels. The Singapore Standards Council is collaborating with industry leaders to develop new specifications for digital bunkering supply chain documentation, ensuring that the process is robust and standardized.

To support maritime companies in adopting these digital solutions and upskilling their workforce, MPA is partnering with Enterprise Singapore and Workforce Singapore. This initiative reflects Singapore’s commitment to maintaining its position as a leader in maritime innovation and efficiency in the global shipping industry.
