Singapore Unveils Land Sales Plan for H1 2025, Including New EC Sites

Over 5,000 Private Residential Units Expected, Plus Commercial and Hotel Developments

The Ministry of National Development (MND) announced on Friday, 6 December, the release of 10 confirmed-list sites under the Government Land Sales (GLS) programme for the first half of 2025. These sites are expected to deliver approximately 5,030 private residential units, including executive condominium (EC) units, alongside 43,000 square metres of commercial space.

Housing and Commercial Development Highlights
The confirmed list features nine private residential sites, including three EC sites, and one mixed-use site, collectively offering 5,030 units. This figure aligns closely with the 5,050 units announced in the second half of 2024 and reflects a nearly 60% increase compared to average supply levels between 2021 and 2023.

Additionally, reserve-list sites could yield up to 3,475 private units, nearly 200,000 square metres of commercial floor area, and 530 hotel rooms.

Major Launches Planned
Significant residential plots are set to be launched in Telok Blangah Road and Dunearn Road:

Telok Blangah Road: This plot marks the first development from the former Keppel Golf Course site, offering approximately 740 homes. This site contributes to the planned transformation of the area into a mixed-use district featuring 9,000 new homes, including public housing.
Dunearn Road: Expected to generate around 370 homes, this site initiates the long-term redevelopment of Bukit Timah Turf City, which is set to deliver 15,000–20,000 homes over 20–30 years.
Broader Impacts
The total confirmed-list supply for H1 2025 adds to a pipeline of approximately 57,200 private housing units, including ECs, ensuring sufficient inventory to meet population growth and housing demand in the coming years.

Reserve List and Mixed-Use Opportunities
Four private residential sites, three mixed-use white sites, one commercial site, and one hotel site make up the reserve list. Notable carryovers from H2 2024 include:

Jurong Lake District and Woodlands Avenue 2: White sites for mixed-use development.
Punggol Walk: A short-term lease commercial site.
River Valley Road: A site earmarked to expand hotel room availability based on market demand.
Government Commitment
The MND reiterated its commitment to monitoring market conditions and adapting the GLS programme as needed to meet Singapore’s housing, commercial, and hospitality needs. The ministry stressed that it remains focused on balancing long-term housing supply while addressing economic and market fluctuations.
