Man Pleads Guilty to Cycling Naked on Lazarus Island and Exposing Himself at Two Universities, Awaits Sentencing

Leong Weng Wai, 54, admitted to cycling nude on Lazarus Island and indecent exposure at NUS and NTU, with sentencing set for late September.

SINGAPORE — A 54-year-old man has admitted to charges of public indecency, including cycling naked on Lazarus Island and exposing himself at two university campuses. Leong Weng Wai pleaded guilty to three counts of public nudity on Wednesday (Aug 28), with two more charges to be considered during his sentencing in September.

The first incident occurred in November 2023 when two women camping on Lazarus Island saw Leong riding his bicycle completely naked. He claimed his clothes had been “washed away” and asked the women for help, which they refused. The following day, Leong was seen again, this time partially dressed but later fully nude, except for a towel. The women eventually reported the matter to the authorities.

Naked Cycling on Lazarus Island

On the evening of Nov 14, 2023, Leong was first spotted by two campers as he cycled nude around Lazarus Island. After realizing he had been seen, he quickly got off his bicycle and hid in nearby bushes. However, he soon returned, still without clothes, and cycled past the women, asking them for clothes. They refused his request but managed to take photos and videos of the encounter.

The next day, on Nov 15, 2023, Leong was seen again on the island. This time, he was initially dressed but was later seen cycling with only a shirt and no pants. Later that day, he was spotted again, this time fully nude with only a towel around his shoulders. The women did not interact with him that day but decided to report the incident to the police on Nov 23.

Incidents at University Campuses

Earlier in 2023, Leong had exposed himself at both the National University of Singapore (NUS) and Nanyang Technological University (NTU). On May 18, 2023, Leong entered a handicapped toilet at the Stephen Riady Centre at NUS and called for help. When a woman arrived, she found him lying on the floor with his private parts exposed. She and a friend eventually assisted him, believing he was injured, and after urging him multiple times, he pulled up his pants.

Leong exposed himself again at NUS on May 22, 2023, leading one of the women to file a police report. The following day, on May 23, he was found at NTU near a handicapped toilet with his pants pulled down. He asked a passing woman for help, exposing himself in the process. The woman refused further assistance after realizing he could move his hands and urged him to back off.

Both women filed police reports after these encounters, which led to Leong’s arrest.

Legal Proceedings and Upcoming Sentencing

Leong has pleaded guilty to three counts of public indecency under the Miscellaneous Offences (Public Order and Nuisance) Act. The court has ordered a suitability report for mandatory treatment before his sentencing, scheduled for Sept 29. Each count carries a potential penalty of up to three months in jail and a fine of up to S$2,000.

Given the repeated nature of his offenses, the court is considering Leong’s mental health as a factor in determining his sentence.
